Device failed to restore following Intune wipe procedure. I downloaded the HP Cloud Recovery Tool and created a USB recovery drive. 

Recovery drive boots device but after a few minutes fails with "This computer is not supported by the System Recovery Media."
Error code 0130-ABU-ABA

Make sure you entered your product ID correctly.  For example: ilL1oO0D8B5S are easily mixed up depending on the font used.

The product ID was copied/pasted from the HP support portal, so I'm confident it is correct.
The device failed to start following an Intune wipe.
A Windows VL ISO burned on to a USB drive using Rufus fails to boot. The USB drive created using the HP Cloud Recovery tool boots but produces the error shown previously.

These Snapdragon devices are absolutely awful. So much so our organisation refuses to purchase more of them. 

Looks like this piece of garbage will be a warranty repair.
