I would recommend that you review and follow the instructions in the HP Support document: Performing a Hard Reset or Forced Reset on your computer. If the hard reset does not work the issue appears to be a physical issue and I think it would be best if you contact HP Technical Support for repair options.

Could you provide some additional information on what is happening to your computer? Does it start and get to a specific point and stop? Does it not start at all, but the light on the adapter is on? Please provide as much information as you can on what is happening to your computer and I will endeavor to assist you.

I am sorry, but to get your issue more exposure, I would suggest posting it in the commercial forums, since the HP ProBook 650 G1 Notebook PC is a commercial product. You can do this at Notebook - HP ProBook, EliteBook, Compaq, Slate/Tablet PC, Armada, LTE.

Hello,
My laptop won't turn on when I push the power button. Last night, about 11 hours ago now, while I was watching a movie on Netflix, my computer made a loud horn noise (from software, not from hardware, similar to the sound it makes when starting up or shuting down), and the monitor shut down. Not shut down in the sense of sudden power loss, mind, but gently, like I had pushed the sleep button. However, while my monitor shut down, my computer did not, and I force shut it down a couple minutes later.
When I tried to start it again, it would not start; pressing the power button only caused a small LED near the AC adapter connection to flash three times, and nothing else. I have attempted the "remove battery, AC adapter, hold down power button 30 seconds, plug back in" trick to no avail.
The computer is a bit over three years old; product number is LM336AV, runs on Windows 7.
Any help would be appreciated.

I understand that your Notebook's monitor shut down without shutting down the computer and when you restarted your computer will not restart. I am providing you with an HP Support document: Troubleshooting No LED Lights Glow During Startup or Boot that I recommend you review and follow the instructions to help resolve your issue. I believe you have already tried some of the steps at the beginning. I suggest you redo the steps as the document sets out and follow the troubleshooting steps where they lead.

Rather than speculate on what is going on with your computer I encourage you to post your product number for your computer. I am linking an HP Support document below that will show you how to find your product number. As with this I can provide you with accurate information.
How Do I Find My Model Number or Product Number?
As well if you could post what steps you have tried and why you think you need to replace your CPU.
