Also stuck in the "download unsuccessful" loop with my Officejet Pro 9015 all in one printer.  None of the solutions provided on various topic threads have ACTUALLY solved the issue.  But, I have been able to avoid the printer from going into the "download unsuccessful" spiral by power cycling the printer, then quickly using the HP Smart App to go into the printer settings under Administrator and unchecking the blocks for automatic updates (have to be quick in making the change BEFORE the printer can attempt another auto download!).  However, doing so apparently disables the HP Web Service functions and knocks out Instant Ink if you are set up for that!  Other users indicate this is a problem caused by a recent firmware update that is ALREADY installed on the printer and that only HP can fix.  If so, hope its resolved soon.

Sorry to hear you’re having an issue with Web Serv & Instantink.  Disabling updates has worked for me and has not disrupted anything else.

Today I'm having the same issue all over again. I did a factory reset, clean reinstall, disabled automatic update function yesterday. Thought it was fixed. It's not. The EWS page will not load. I'm never getting another HP product again! Shopping for a different brand, I can;t deal with this garbage any more.

If you did a factory reset after you disabled the auto-update you need to go in and do it again.  I am not sure what to do regarding Webscan from EWS but if you look closely in the admin settings that box would need to be checked since it would not be checked after a factory reset, and the auto-update would be checked and need to be unchecked and saved with those changes.

I clicked apply and saved the changes. However, when I accessed the settings via the printers IP address the settings had been changed BY HP back to enable the auto update and it would not let me change them! This is pure nonsense. I think it is because I have Instant Ink. I'll do one more factory reset and install and disable auto update - and if HP changes it for me again I'm done. I consider their firmware to be malware because it is holding my computer hostage. I'm going to purchase another printer and use up the ink I have within the 10 days they allow after cancelling the instant ink subscription.

I have instant ink and blocking auto-update has been not changed by HP, and is working just fine.  You should not need to factory reset, just go back into admin settings and deselect the auto-update and save the changes.

I am not allowed to change the settings in admin settings - it will not allow me to. I must have made a mistake when I did the factory reset.
