Not sure why that would be the case.
All else being equal,
If you have not done so,
Restart everything, including the router that controls your network.
It is true that when you change your ISP service, you have to connect the printer to the new network.

It is true that the printer only supports 2.4GHz.
Frequency (band) is provided and controlled on the router.
Reference: User Guide - Page 31
The printer is presumably still able to run Web Services.
That is, at this writing, the printer is not listed as having lost this ability.

HP printers - Web Services stop working
Web Services connects the printer to the Internet - for example, to run ePrint.

It is true -- depending on the definition of "Can't" -- it might be necessary to uninstall / reinstall the Full Feature Software / full driver printer software.
