Everything seems to have gone rather quiet since I provided the version number a few days ago. Is it too early to check if it is being looked at?

Root level uninstall : please delete from /Users/Username/Library/Application Support/HP Smart. Then delete HP Smart from the Applications folder and reinstall from the Mac App Store

I'm having trouble with the Root level uninstall. The path doesn't seem to exist on my machine.

I recommend you to contact the HP Support Team regarding this as they can remotely access your Computer and help you with this.
