Welcome to the HP Support Forums. I understand that your printer will not print and is directing you to the Instant Ink website. I would like to help.
The printer is enrolled in the Instant Ink program. It receives this error for two reasons. Either the printer has not been able to connect to the HP servers for ink level checks or page count in a long time, or there is an outstanding bill. Normally when you log into your Instant Ink account there is a notification about the issue. If you can't see a notification, try reaching out to the Instant Ink department.
You can send them a tweet directly from your instant ink account, or use this link to find the appropriate phone number.
