I have a 16month old envy 4527 that's been used about 5 times.
The ink levels are fine and when removed there is visible wet ink on the cartridge strips.
all I get is blank pages when trying to print, copy or scan to print.
ive tried cartridge cleaning using the trouble shooting but it still persists
im assuming the cartridges are shot as they've not been used in many months?

Welcome to HP Support Forums. A really great platform for posting all your questions and finding solutions.
I have gone through your post and I appreciate all your efforts in troubleshooting this issue
Try printing a Diagnostic Page and check if that works
Make sure to load the input tray with plain, white paper.
On the printer control panel, swipe the display to the left, and then touch Setup
.
Touch Tools.
Swipe up on the display, and then touch Print Quality Report.
A Print Quality Diagnostic report prints.
Keep the Print Quality Diagnostic report for easy reference later in this document.
If the Quality Diagnostic Report is blank, refer to Steps 10 & 13 from this Link: https://support.hp.com/us-en/product/hp-envy-4520-all-in-one-printer-series/5447920/model/11534751/d...
Keep me posted if the issue persists.
Thank you and have a wonderful weekend 😊
