Welcome to HP support community.
To use the cartridge from a different region in your printer, you need to do regionalization reset on the printer.
I request you to talk to HP support.
They might have multiple options to help you with this.
1) Click on this link - www.hp.com/contacthp/
2) Click on "Continue as guest".
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form. A case number and phone number will now populate for you.

I really need some help please. I have followed your message but don’t get anywhere, when I put the serial number and the product number it says that neither exists. I moved from USA where I used 61 but now live in Portugal where I understand is 301. I purchased the black cartridge. How can I get my printer reset? I have spent days and can’t get anywhere, many thanks.

I have brought your issue to the attention of an appropriate team within HP. They will likely request information from you in order to look up your case details or product serial number. Please look for a private message from an identified HP contact. Additionally, keep in mind not to publicly post personal information (serial numbers and case details).
