After creating the new user account, did you install the printer driver? If you have not, download and install from this link and try printing.

I just did install the printer on the new account.  I tried printing under Windows, and it only showed the image in monochrome and it printed monochrome. When I went to the Photos program in that account and selected color, it switched back to monochrome, saying, as before in the original account, that there was a conflict with another printer setting. I think that's the key - what is the printer setting that is in conflict?
