When I plug in my printer (I don't even need to turn it on and cannot do so), it shows the following behavior:
- I get the hp logo as usual for about 20 seconds on the display.
- Then it get the code "C2FE012C"and sometimes "C2FE012D" underneath a on/off-symbol on the display for about one second.
- Then all the lights on the key panel go flashing and will never stop again.
- The only key that shows an effect then is the on/off-button. Upon pressing it, the process starts over again. None of the other buttons work, nor does the ink cartridge carriage start to move and allow me to remove the cartridges. Consequently, I cannot reset my printer as described in this article.

Welcome to the HP Support Community.
Let's try these steps -
1) Take out the cartridges.
2) Unplug the power cord from the printer & wall.
3) Wait for 30 seconds.
4) Plug the power cord back into the printer and wall, ensure the printer is plugged into the wall & not to a surge protector.
5) Insert the cartridges back into the printer.
Also, try updating the printer's firmware - HP Printers - Updating or Upgrading Printer Firmware
If the issue still persists, I'd suggest you Contact HP in your region regarding the service options for your printer.
