I had same issue.. Any reset / software steps didn't help...
I was very reluctant to buy a new one.. everything was working and it is very disappointment these things happens due the programmatically obsolescence. (Even they denied).
I go for fix the hardware for myself.. find the issue was in the main board, and you can find it on ebay.. HP ENVY Photo 7858 Printer Main Logic Board K7R96-80070 Formatter Motherboard | eBay
and I find a youtube video to learn how to take apart. https://www.youtube.com/watch?v=_98WDi2T6Oo
Now my printer is working.. but yep.. I know for many people will be easier buy a new one.

Hello. I have this same issue. My HP ENVY Photo 7855 printer suddenly began freezing at startup. The frozen display shows the HP logo, a horizontal blue line, and the first of 7 bullets filled in. I have tried the various reset options with no luck. Please advise. I saw that there were solutions send to other users that fixed the problem. Could you provide to me? Thank you!

Hi @Printernotwork8,
Welcome to the HP Support Community.
Thank you for posting your query, I will be glad to help you.
I see that you are facing an issue with your printer that is not booting up.
A) Please follow the steps below to perform a power drain.
1) Take out the cartridges
2) Unplug the power cord from the printer & wall.
3) Press and hold the power button down for 15 seconds and release the power button, wait for about 30 seconds.
4) Plug the power cord back into the printer and wall, ensure the printer is plugged into the wall & not into a surge protector.
5) Insert the cartridges back into the printer.
Remove the cartridges > Unplug the power cord > Wait for 30 seconds > Plug the power cord back in > Insert the cartridges
B) Kindly refer to the steps on this link to update the printer firmware and let me know if that resolves the issue.
C) If the issue still persists, refer to the steps on this link to restore factory defaults.
Please mark this post as “Accepted Solution” if the issue is resolved and if you feel this reply was helpful click “Yes”.
I hope this helps.
Take care and have a good day
