While doing steps 1-7 does seem to correct the problem, it has occurred again and again, usually after printing a photo in high resolution and wasting a ton of black ink. Wish there was an actual solution for this issue not just re-installing the printer every time it forgets to print in color. Now I'm paranoid. I print a couple of colored lines in Paint before I try to print a photo.

I went through all of these steps and the first document I printed came out in color....the next one was black and white again....please tell me I do not have to go through all of these steps every time I want to print in color!!
I have spent two hours on this issue and am becoming increasingly frustrated!

I uninstalled all printer locations, device manager, programs, type in "Printer" in the search box at bottom left of taskbar and uninstall it from there. Just make sure you've uninstalled the printer and drivers from you computer, Then REBOOT and go to this HP site to reinstall the drivers: https://support.hp.com/us-en/drivers/selfservice/hp-officejet-3830-all-in-one-printer-series/7172321
Then go again to your "printer" from taskbar to make sure you have the 3830 installed.
I'm connected via wi-fi so just make sure the printer is connected to your wi-fi.
It worked for me and can now print in color.
Only recurring issue I get is once in a while it will go OFFLINE or I'll get an error. I then just go to the "PRINTER" in the system settings and click on MANAGE then run troubleshooter and it usually corrects itself. If that doesn't work, unplug the printer power cable, wait 10 seconds and plug it back in, and also reboot computer. This has worked for my problems but not sure yours is the same issue.
