Product: Hp Officejet Pro 6230

HP6230 OFFICEJET PRO.

Printer on  ( black catridge) flashing while other leads are stable. Does it not provide any print( low quality or blank) if the ink over?

 

Trying to find if it's a printer issue or a cartridge issue? Before buying a new cartridge? Please help
