I am not seeing this notification in Catalina.
My first suggestion would be to make sure you have the latest HP software installed.
Download HP Easy Start and run through the setup process. When it gets to the point for downloading the software it will inform you if yours is out of date.
If there is a newer version available it will automatically check the download box for you to install it. Select Continue to install the new software.

Downloaded HP Smart, HP Easy Smart, then new firmware then new driver. Firmware updater is spinning happily to nowhere. Complete 1-hour plus waste ot time with no resolution in sight. With no explanation for what that message means. Oh, I trashed the folder first thing.

After conferring with Apple tech support, I trashed the HPMonitoringDevice.framework folder. Then, after receiving another message - "HPDM.framework" will damage your computer - I deleted the HPDM.framework folder, too. Updated HP per IronBadger's suggestion. So far, so good. Everything seems to be working.
Why this problem occurred now, I don't know. I've had the Envy printer for a few years with no similar problems.

Thanks, I called Apple tech support and they were useless. They told me to cal HP, since they thought it was an HP problem. I could not find a HP support line. Your message was the best info so far. I've used my ENVY printer for years, not sure why I'm getting this problem. At this time, i'm deleting all "HP.... Will damage your computer" folders and files.

It really looks like who are experiencing this issue are running older software signed with a certificate that expired today.
Please update your software using HP Easy Start as mentioned above.
1. Download HP Easy Start
2. Follow the prompts for setting up your printer. When you get to the software download it will show whether the software needs updated or not. If it does the box next to Printer Essentials will be checked by default and you just need to select the Install button.
The following should not be necessary but if you want to be extra diligent and guarantee a clean new install.
1. Download HP Easy Start
2. Open HP Easy Start and Select the HP Easy Start Menu in the macOS menu bar. In this menu select Uninstall HP Software.
3.Select Continue to start the Uninstall process
4. Once the uninstall completes. Select Set Up New Device.
5. Go through the new device setup process by following the prompts.
6. This will lead to the software download/install prompt.
7. Select install and the remaining prompts to finish the process.
Edit: Systems administrators and those unable to use HP Easy Start can use HP Easy Admin to download the software pkg files directly.

IronBadger : Thank you for providing the instructions. The shorter set of instructions did not work for me, but the longer set (including uninstalling HP software) was successful. The popup is gone, and I can print as needed.
Prior to doing this, I noticed that the framework folder was from October 2017. I guess if it was set to expire in 3 years, that could have been the problem.

Hi I've got an HP Deskjet 4500 and a Mac - since yesterday I have not been able to print. I have followed the online help blog and downloaded easy start, uninstalled the old HP stuff but could not use easy start to install it. I went on the HP website and found the correct drivers but when I try and re install the printer I get filter failed message. I have checked in applications and the HP still says April 2017

Trying to do this. HP Easy Start cannot identify my printer. It's not networked and it's not wireless - just connected with a USB cable and it's powered on. I have tried disconnecting and reconnecting the USB cable. Any other suggestions to allow me to print?

I had this same problem. Apple Support said contact HP. This forum had the correct solution. When the pop up says search in finder, delete all files located there. Install the latest software/driver for your model printer and all is well.
