I was hoping that you would be able to help do a hard reset for our printer in our office. We are currently having the same issue. We got a new optiplex with windows 11 and it wont let me cancel the job or do anything else.

I had the same issue with an HP Laserjet Pro M201n on Windows 10 Pro 22H2 (Build 19045.3693) with HP Universal Print Driver (didn't write down the version before deleting, sorry).
Just pages upon pages with only "Content - Length: 179 Content -Type: application/ipp Host:localhost".

 

I solved the issue by turning off the printer, uninstalling it from "Printers & Scanners", then going into print management (press [Windows] + [R], input "printmanagement.msc", press [Enter] or click "OK") and deleting all HP drivers (Universal Print Driver as well). Then turned the printer back on (without resetting NVRAM or restarting the PC) and let Windows auto-install newest drivers. After that, just to make sure, I downloaded the "HP LaserJet Pro M201/M202 series Firmware Update Utility" and sent the latest Firmware to the printer. Problem solved! 


My two cents: Microsoft have probably solved their driver issues, I think it's safe to just delete and re-install drivers without the need to update the printer firmware.
