Please try this:
Microsoft TechNet Windows 10 apps don't print in color to a color printer by default
Go to Control Panel>Devices and Printers
>Right Click on your printer
>Go to Printer Properties>Advanced Tab
Change the driver to any other one>Click on Apply
Immediately change the driver back to the original one>Click on Apply

Please try adding the printer using an IP address -
1. Select "Start" and type "printers" in the search box.
2. Choose "Printers & scanners".
3. Select "Add a printer or scanner".
4. Wait for the "The printer that I want isn't listed" option to appear, then select it.
5. Select "Add a printer using a TCP/IP address or hostname" , then select "Next".
6. Select "TCP/IP Device" in the "Device type" list.
7. Type the hostname or the IP address of the printer. Select "Next". To find the IP address of the printer, touch the Wi-Fi icon on the printer's control panel.
8. Windows should find the printer if the printer is on and configured correctly.
You may have to specify more information. If prompted, Select the type of network adapter installed in the printer in the "Device Type" drop-down list. You can also click "Custom" to specify custom settings for the network printer. Select "Next".

EXCELLENT solution, thanks Kenxfromjapan. This greatly simplifies the reinstallation of correct drivers.
Confirmed working well on May 14, 2020.
His steps are:

My 3831 copies in colour but not if I try to print. Print Quality Diagnostic page looks fine. I think this has happened since I stupidly upgraded to Windows 10. I can't find anywhere where I am given an option to print in colour rather than black and white. Levels in colour cartridge are high. Help please. Although I'm 69, I can usually find a solution but this one has me flummoxed. Ann

I had the same issues as you and I finally found a response that helped me to fix my issues. It was to do a manual install for the printer. The information can be found in a post from Eric58 posted on May 14, 2020 at 10:31 am (in case you want to find the post. I've copied the post for ease of reference. Hopefully this will help you too.

My HP OfficeJet is finally printing in color in Windows 10!
I used the "Add a printer using a TCP/IP address or hostname" option. You can find your printer's IP from the wifi menu on the printer.
To verify, look at your printing preferences, and look for "color". For me it was under the Paper/Quality tab. It wasn't there before.
Note: I've had the printer for a year, and had given up. My solution was to print to PDF, upload to the cloud, and print the PDF from my phone, and it would be color.

Same as others, HP 3830 did previously have the option to print in colour at some point in past but when I needed it today, no option in Word to choose Colour.
Ran through every other 'solution' on here before this post, and this has nailed it!
So, to confirm adding it as a TCP/IP device and manually updating the address brings up the option to choose Colour in Word, etc.
HP - This should be added to a known bug (probably due to W10 updates) and a quick fix!

I was using the regular HP 3830 drivers from the HP website and it was working fine for a while. Then it stopped printing colors. I followed the instructions on the HP support website to uninstall the drivers and steps to remove the printer from the "Drivers" tab in step 8. All was done and computer restarted. I went to download the new HP Smart App for WIndows 10. After spending more than an hour on this, the printer still only prints in black and white. Please help! This is so frustrating.
Oh, never mind! Saw the above fixes by using the TCP/IP device. I did that and it worked. Thank you. However, I still think that HP should fix this problem and not make the user spend hours looking for the fix.
