Printer is not printing the test page, only the title and the logo, not the test pattern. No errors.

Trying to print out a document. Prints sometimes but when it does, it only prints partial characters, like it is running out of ink. It isn't because it has new ink cartridges installed. It will not print a test page, only print the title and the logo, not the patterns.
