Welcome to the HP support community.
I understand that your printer is not printing in color, I am glad to assist you.
This seems to be a driver issue, follow these steps to fix the issue
Perform root level uninstallation to remove all the printer-related software.
- In Windows, search for and open Programs and Features.
- Select your HP printer.
- Select Uninstall.
- In Windows, search for and open Devices and Printers.
- In the Devices and Printers window look for your HP Printer. If you see it listed, right-click on it and choose "Delete" or "Remove Device.”
- Open up the run command with the "Windows Key + R" key combo.
- Type printui.exe /s and click OK.
- Click on Drivers tab.
- Look for HP Printer driver. If you see it click on it and click Remove at the bottom.
- Select OK.
- Remove all instances of the same.
- Select Apply and OK on the Print Server Properties windows.
- Close Devices and Printers.
- Restart the PC again.
Download and install printer using HP Smart app.

Update the printer firmware
Follow the steps mentioned in this HP document to update firmware:- Click here
Once you install the printer, change the bellow settings to print in color.
- Open Devices and Printers by clicking the Start button, and then, on the Start menu, click Devices and Printers.
- Right-click the printer that you want to use, and then click Printing Preferences.
- Make your choices, and then click OK.
- Under option Print color select color, then the OK button.

The workaround could also work for your specific HP printer. If it is the case, thanks to give feedback.

Sorry this DOES NOT WORK. I've been offered this solution from another source and ttried it TWICE. There is still no option to print in colour offerred in the dialogue box. This has only started since I upgraded to Windows 11. It may well work in Windows 10 but it does not work in Windows 11. This is driving me daft as I need to print reports in colour. I think the only option is to buy another printer - and it certainly won't be an HP! Thank you for trying

@Sueduck1 : what is "this" ? what solution did you try ? Can you give more details ?
In between your trials, did you uninstall the HP software ?
Are you able to make a trial in USB mode ?
I checked the method described in my message above, several times today on a HP OfficeJet 3830, and I confirm that the issue is reproducible and the solutions work as explained.
In my tests, I also manually removed the leftover HP folders on the HDD and registry after uninstall, but I don't think it is compulsory.
