I got this printer (HP DeskJet 4140) from a friend and I have the ink cartridges. It is just that I keep getting the prompt for “setup cartridges” and my friend threw them away. Is there anyway to bypass the set up cartridges?

Welcome to HP Support Community!
To bypass the message on the printer the only option left is to perform an OOBE reset and re-initialize the printer.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.
Please help us with the Printer serial number or the product number on a private message for further assistance.

In order to access your private messages, click the private message icon on the upper right corner of your HP Support Community profile, next to your profile Name.
Note: Do not share any of your personal information such as serial, phone number, email ID, etc.
