Recently when printing a PDF file, the streaking print is across the top of the page. The printer works fine for all other print jobs. I ran the Clean Printhead and Align Printhead tools. No change in print quaility.

No problem, thanks for keeping me apprised. Are you printing from Adobe? I'd like you to print the PDF as an image and let me know the outcome. If you are unsure how to do this, the following article from Adobe will help: Print PDF as an image.

I'd be happy to help you with your PDF print quality. Does the print produce streaked prints when printing from any other program, or when performing a copy, or is the issue limited to printing PDFs?
Based on your description, it looks like you have already completed some of the standard print quality troubleshooting, but while I wait to hear back from you, I suggest taking a look at the following document to ensure you have completed all of the necessary troubleshooting: HP Officejet Pro 8600 Printers - Fixing Poor Print Quality.
