How do I print out the VAT invoice for the 'additional pages' charge that i've incurred? It s not obvious and there's no facility to do this on the 'billing' section of my account.

If you cannot view the document on the screen and you cannot download it, it is unlikely you can print it.
It was not made clear what kind of VAT charge -- if you are asking about your Instant Ink account (or other HP related account), call your regional HP Support for help. (Links / information in previous post.)
If the charge is for an account not related to HP - contact the institution that charged the account.
If you feel the data should be visible when you log into the account, try a different Browser and check for any difference.

If you can view the invoice on the screen:
- Download the document to your computer as a PDF file > Print that
Create a Snip of the information on the page > save the snipped image as a .jpg file > print that file.
