- Why am I getting a "Print Queue issue not fixed" error?

"Why" questions can be tough to answer.
Generally the reason "why does this program not fix my problem" is because the diagnostic tool you are using OR the automatic response from the object of that program (printer software) is simply not written to find and fix all possible problems.
When a program runs into a problem -- and if an error message is generated at all -- the message might seem a reasonable response to what ever you are doing. Conversely, an error message might appear unrelated or vague to the point of being useless in context.
The message context in this instance is perhaps the result of an unresolved error when running diagnostics or the Print and Scan Doctor. Less likely, the message might be the result of a failed job submission.
The source of the original problem might be that your Operating System / version is in trouble.
For example, in Windows
- Windows Updates are Pending, needed, or stuck
- The Print Services is stuck - possibly because the computer is in need of being Restarted
- The Print Services is stuck / hung / corrupted - the program that generated the error cannot complete all the steps necessary to find and fix the underlying cause of the problem.
- The printer software is corrupted.
- The printer connection is not working, not connected, needs help.
What to do?
Not sure.
If you have not done so, you can certainly try manually fixing the print queue.
If that doesn't work,
Try / Consider
Uninstall the full feature software from Programs and Features
Restart the computer
Install a fresh copy of the software for your Operating System / version

Print Queue / Print Service Reset
After a print job has been accepted, it is turned over the Windows Print Services for completion.
When a job is "stuck in the queue", it is sometimes due to Print Services having hung, become stuck, or otherwise failing to properly complete the job.

AND / OR
First, check that Windows Update does not need to install updates (or Restart)
Settings > Update and Security > Check for Updates
NOTE: If an update is already pending, install that update > Restart the computer and log in
Next…
If the current print job will not cancel or if a previous print job is stuck in the queue,
and
If the issue is due to Print Services being stuck / hung / corrupted,
Stop Print Services
Remove any files in the print queue folder(s)
Restart the Print Service

Windows Start > Search for “Services”
Side Bar -- Optionally Right-Click and Pin to Start / Taskbar > Open Services App
> > > Windows 10 < < <
Control Panel > icon view > Administrative Tools > Services
Next,
Scroll down, find, Right-Click, and Stop Print Spooler Service
Open File Explorer (formally Windows Explorer)
Navigate to the PRNTERS folder
NOTE: Folder might be hidden.
C:\Windows\System32\spool\PRINTERS
OR
C:\Windows\System\spool\PRINTERS
Delete any files found in folder
Start Print Spooler Service
