Most printers can print "small" photos, including passport type images.
Generally, the trick is to open the image in an appropriate software to print photos / images, set the size of the little print to 100% (if the image is already "at the passport size"), select the paper size on which you want to print the little photo, and select the Media type (kind of paper).
Not sure whether HP Photo Creations will run on your Dell - I think it might do so.
If not, or if you would rather use a different approach, consider using the "old standby" Windows Paint (mspaint)

Hi Granny.
Governments have precise requirements for passport photos, so it's best to use a walk-in photo service for those. If you just need wallet-size photos, you can use one of the Multi-up Prints projects in HP Photo Creations.
- Open the Prints menu
- Choose Multi-up Prints
- Click View All to see the wallet prints
HP Photo Creations is a free download for macOS and Windows at www.hp.com/go/hppc.
