Just replaced ink cartridges on LaserJet CP1025 nw printer. The ink smears, doesn't print in all areas as it should, and leaves blue splotches along the side of paper. We ran a printer cleaning sheet through but the problem immediately returned after we carried it upstairs to its worksite. (I tried to "add product to my profile" and the site just sat there. Then I went into a repetitive circle with Virtual Assistant. Hope this can go through with missing info.)

Cyan splotches would indicate a bad cartridge. Contact vendor for replacement.

Yeah, but there's more going on here than that. I can't talk to manufacturer as I purchased cartridges a while ago. However, I've learned not to order them ahead of time, as I don't do enough color printing!
I really do wish there was some way to talk to someone. I found an answer to some other questioner that stated how to clean the printhead, which seems to fit the streaking. But I cannot find the menus suggested: "From printer control panel, open Setup menu. Open Printer Maintenance menu. Open Tools menu and choose Clean Printhead." There is no Setup menu in my printer control panel...in fact, I'm not sure I even found the 'printer control panel'!
Can you help there? (You are only one who has answered.)
