I have found a clue. As I have said, I have two HP Photosmart 3310 All-in-Ones. The other is direct USB connected to my wife's computer in the next room. She uses QuickBooks Pro 2015 and I also installed Win 10 on her desktop. Somehow the scanner function in Quickbooks recognizes and uses the scanner just fine. The software driver is made by Nuance Communications, Inc. It is Quickbooks Scan Manager, version 2.1, build ID: QB-1266-001-13072.945. Imaging and scanner support from Omnipage Pro 2012. Color, greyscale, b&w, preview and scan functions all work. Can someone at HP use their driver to fix the compatibility issue with their driver? I don't use QB for my business but I need about twenty or so scans a week as pdfs. I would rather buy a newer printer than to load QB on my computer just for the scan function.
Based on Consumer Reports Dec 2014 ratings of all-in-ones, unfortunately HP OfficeJet Pro 8620, 8630 and 8610 are 3 of the top 4, my fix is to buy a newer used all-in-one off of Craigslist.

When I got the HP folks who provide on-line service to examine my situation they got my 3310 scanning using a Windows utility (which one I forget). The problem is simply that the install process will not detect the printer. It is a bug in the detection process.
It was this that I was told would be fixed.
So this is not a question of the drivers not working, or the hardware not working. It is purely an install problem.

The Window 10 application which simply "works" with the HP 3310 scanner is under Windows Accessories and is called "Windows Fax and Scan".
Simply use
Tools/Scan Settings
to set up the IP address of the scanner (works over wifi as well as cabled ethernet) and the it just scans.
So what HP have to do is to fix the process for FINDING the scanner, during the install process.

Len's method works, sort of. Left click on the Win icon in the lower left corner, go to "all apps", scroll down to "windows accessories", then "windows fax and scan". Only problem is the scan will be jpeg, bmp, gif or png file. I only need pdf files.
New folder in your document folder instead of Myscans is now called "scanned documents".
Funny thing, at Costco today, the Officejet Pro 8625 and the HP Envy 7645 has "Win 10 compatible" stickers on the display model, while the cheaper Officejet 4635 and HP Envy 5661 did not, although the boxes all showed the same information on using Win 8.1.

Outoftown1 is correct that Windows Fax and Scanner will not produce PDF documents. If you have Adobe Acrobat you can open the jpg file and save it as a PDF, but this does not appear to have the searchable text option.
I tried again today to get to support for the Photosmart 3310, but the HP sit now informs me that this product is "retired" and has been for "several years". This is rather strange given that last spetember I downloaded the Windows 10 driver set for this printer from HP. It is this driver set which is at fault.
However, I can no longer find any driver for this device on the HP website. So it looks like we are at an impasse here. I cannot invoke online support or even ask questions unless I enter the device I want to discuss; and if I put in the Photosmart 3310 I am informed it is retired. BTW I have a variety of driver sets available still for the 3310 including those for,
Windows XP
Windows 7
Windows 8.1
Windows 10 (the faulty set)
Looks like I have very few options left.
However, one last thing I may try is to get the scanner working under XP mode. I will see what I can do and post results here.

Hi,
Almost bought a different all-in-one, but glad I didn't. Success!!! New Win download last night, it went through the entire conversion like the Win 7 to Win 10 upgrade, but now the HP Solution Center pops up and the scan function works!

I am rebuilding my windows 7 system so I can convert to windows 10. Can you tell which version of the 3310 driver you had applied? I have several versions. If you know when you installed them, this would give me a good idea.

I received a nice call from HP Technical advisor reporting directly to the VP and was assured a driver for the 3310 per my request would be moved up in priority.
Anyhow, my driver information for the Photosmart 3310 is obtained via the follwing steps...
- Login as "Administrator"
- Run mmc
- In the file menu select "Add/Remove Snap-in..."
- Scroll down in the list and select the "Print Management" snap-in, then click "Add"
- In the ensuing dialog, select "Add the Local Server", then click on Finish and then OK
- Scroll down to your computer name, click on "Drivers" to display all printers, then right-click on the printer's name and select "Properties"
- Scroll down to "Driver file", click on it, then click on the Properties button
- The requested information is in the Details tab
The driver version shown is 6.1.7600.16385
