I would like to ask if h564xl is compatible to my hp photosmart c5383. Because I just bought 1 set and it says that the ink is incompatible but the description where I bought it says it is compatible.

What cartridges were in your printer?  If the printer was purchased in one region and you have moved to another you will need to Contact HP to request a "Regionalization Reset". There should not be any charge for this, it is covered as part of the cartridge warranty. You will need to have access to your computer and printer while on the line with HP. You will also need to have a set of cartridges for the new region, once the reset is complete cartridges from the original region will no longer work.  HP's web page on the subject is here.

At this point you may find a used model but it has been years since HP offered models that use these cartridges.  Two years ago  (2/16/2017) the answer was as follows:

My HP Photosmart Premium was not printing due to problems with the black ink. This video helped me solve the problem. Now it´s printing again! My thanks to John Kennedy for finding a quick and easy solution.
