Scanner is not scanning bottom last 1.5 cm portion so I always get incomplete scans. I think its because the scan head is stopping 1.5 cm before the end of the scanning glass and then returning back.

I cannot judge the video in the way you intend.
It is apparent from your description that the scan should be able to capture the document / paper size.
The size of the scan, that is, how much of the item on the glass is captured is determined by the software used to submit the scan to the printer.
Example,
HP Scan > PDF (document) Scan > Page Size set to "Detect Content" OR select size of page
9025_HP_Scan_Menu_PDF_1
Example
HP Smart for Windows > Scan Preset = Document > Page Size = As selected from the drop-down list
HP_Smart_W10_Scan_Document_Screen_1
NOTE: For the purposes of the examples, PDF (documents) and Photo (Images) are similarly set up for the scan process.

Is your paper size within the maximum scan size supported by the printer?
