My HP envy printer/scanner is stuck on the loading screen. I have tried unplugging it and waiting (multiple times). I’m also follow the instructions from post from a few years ago that said to unplug it and remove ink cartridges. Cannot turn device off without unplugging.
I have had this printer 2+ years and this is a new problem.

I understand that your printer is not booting I am glad to assist you.
You might have to reset the printer to fix this issue.
