The settings lockout would be controlled through the EWS (embedded web server) of the printer. The lockout is really designed for the Officejet printers to prevent others from making printer changes that could affect how the printer behaves. For example, to keep the date and time set to that faxes show an accurate receive time.
Get the printer's IP address by pressing the network icon at the top of the screen.
Enter this IP address into the address bar of a web browser on a computer. The printer's status page should load. If you receive any certificate warnings, choose the option that lets you continue anyway.
Click on Settings and then go to Administrator Settings on the left. Many of the features of the front panel are controlled here. Make sure everything is checked except for Control Panel Lock. Once this is set, click apply.
Power off the printer for at least 1 minute and then power it back on to force the new setting to take effect.
You could also try setting the date and time under preferences on the left of the settings page, but it sounds like the lockout issue is more widespread than just date and time.
The Admin settings page should look similar to this screenshot when it is set the way it should be.

My 8600 Plus has my apps, eprint features, color copying, and who knows what else "disabled by administrator". When I access the administrator controls on the EWS, I try to change the allowances by ticking every radio box -- EXCEPT for the lock controls box -- and clicking apply. According to the EWS, the printer needs to be turned off and restarted for the changes to take effect. Upon turning off the printer, it hangs for about 3 minutes or so, then just displays an error message and says to turn off and restart the computer. When I do so, it restarts, but none of the changes applied to the administrator allowances take effect. I have tried unplugging for a restart which has done nothing as well. Suggestions? As I'm about to throw this POS out the freaking window!!

Hi Kim-Vipp,
I understand that you are having issues getting in the EWS (Embedded Web Services) page, to make changes to the admin settings. The steps that Cloud_Strider are the appropriate steps that you do need to follow. If you are having problems accessing the website plug the printer to the router using an Ethernet Cable. This should allow your printer to connect to the network and then just follow the same steps as above.
Please let me know if this has resolved the issue. Thank you.

After speaking to a HP representative last week, I was able to fix the problem. Turns out the reason I could not get that page back was simply because the printer was NOT connected to the internet, therefore, i used the ethernet cable, as you suggested as well, and it loaded the page immediately, and allowed me to go back to the setting page. Thanks so much for your help!!!
